When you book an extra seat for baby on a plane (in this case KLM overseas flight and a 3 month old) will a rear facing bucket style infant carseat fit in the seat?

Yes, you can use it on board, provided it meets safety regulations. The KLM website has a comprehensive list of approvals, as well as other information on traveling with children under 2.
