can a deputy sheriff in florida give a person a ticket for littering while off duty?

A friend of myne is a deputy sheriff, while off duty the other day, he saw an individual littering and gave him a citation. The person is now fighting the ticket and he is being terminated. any info would be very helpfull!

yes, Florida Law allows an officer to give citations whether they are on duty or not. There has to be more to this story. I seriously doubt they are terminating him for giving a littering citation to someone.
