runescape dragon slayer stats question?

can i fight the dragons with 40 de and 40 attack? what is a good level to be when you fight it? mines 64. i have a rune scimmy and a rune kite.

I beat the dragon at lvl 41.I had no armour and i had a adamantite long sword ,but i used alot of lobbys.
