—> What does ” washing ashore only whithin the past 24 to 36 month” means?

I’d need more context to be able to answer the first one, since I have no idea what “Willmer” refers to. What’s the source of your text?

In the second example, many famous eateries (i.e. restaurants) have equally famous movie stars as regular or semi-regular customers. (“Celluloid” refers to movies.) Some people are such big fans of particular movie stars that they themselves go to those eateries to catch a glimpse of them, maybe even to talk to them or get an autograph. So “celluloid beaus” refers to these movie stars from the perspective of these fans.

The third example uses “Korean Wave” to describe the rising popularity of Korean performers in Japan. “Wave”, however, also refers to waves of water, and the writer is using this dual meaning as a metaphor to indicate that the “Korean Wave” (more and more Korean performers) are “washing ashore” (going to Japan to work there). The writer means that it has only been in the last 24 to 36 months that the popularity of Korean performers has risen in Japan to the level that it has.
