Consider a power line that is suspended between two telephone poles. As the wind comes up power line just moves around in seemingly random shapes but for certain wind speeds the power line seems to “hold its shape”, vibrating very prolifically and in certain patters. Please explain.

A certain wind speed puts a tension on the lines which translates to a harmonic natural frequency of the line. Usually, it results in seeing nodes and antinodes on the line like a guitar string when plucked. In some cases the constructive amplitudes are enough to snap the wire. Thats why you see a lot of power and telephone lines with weights or big blades to stop the oscillations.
