How does kids pedal car work?

I just recently bought a sad face police pedal car for my little girl (2yrs old) I noticed that only one of the back wheels (driver side) is connected to the actual pedal mechanism, the other side just spins freely ,I just wanted to find out if that’s the way it’s supposed to be, or should both tires work together?

It’s cheaper and lighter than putting a differential between the rear wheels. A lot of motorized go-karts have just one wheel driven.
