why is my female dog whining and carrying a squeaky toy around?

this is not her usual behavior she is 11years old and a jack russell cross

If you dog was recently in heat (2 to 4 weeks ago) she may be developing a false pregnancy. Sometimes they will actually nest and gather toys to put in the nest and she may guard them.Sometimes there will by nipple development and she could milk or fluid in the breasts. You didn’t mention if she is spayed. Your Veterinarian should be able to tell if it’s a false pregnancy or not.
