Is it true that in San Francisco it is legal to walk down the street with a real gun in a holster, but a crime to have a toy one?

A real UNLOADED gun, yes. California is NOT an open carry state, except that open carry of an UNLOADED weapon is allowed and a loaded weapon can be carried in the unincorporated portion of any county where discharge of a weapon is permitted. That would be NO part of San Francisco.
