Can my dog eat the plastic on his chew toy?

my dog is chewing on a black rubber/plastic toy with a jingle bell inside and he seems to be chewing off the plastic. Should I throw it away or let him keep it?

He shouldn’t EAT the plastic, but letting him chew through it is fine.
